ICRC DELEGATION VISITS THE LAW SCHOOL

In July 2005, the International Committee of the Red Cross (ICRC) opened a regional delegation in Beijing, following the signing of an agreement with the authorities of the People's Republic of China. The regional delegation for East Asia covers the Democratic People's Republic of Korea, the Republic of Korea and Mongolia. The ICRC's Beijing delegation promotes International Humanitarian Law, fosters support for ICRC activities in the region and worldwide, supports National Societies and provides artificial limbs. In terms of dissemination, the ICRC regional delegation in Beijing has been organizing seminars and training events for government staff, military personnel, university lecturers and students in China, the Republic of Korea, the Democratic People's Republic of Korea and Mongolia, since 2005. Other events organized by the delegation include the Southeast and Northeast Asia Session on International Humanitarian Law, the Asia-Pacific Regional Moot Court Competition and the China National Moot Court Competition on International Humanitarian Law. 

Mr. Larry Maybee, ICRC Regional Legal Adviser for East Asia, and his National Legal Advisors Dr. ZHOU Wen and Mr. JIANG Bin, visited the Law School on 11 October 2017.  Mr. Maybee also gave a presentation to Law School students explaining the work of his organisation, and how it contributes towards humanity in armed conflict.  He introduced some of the key principles of International Humanitarian Law, and illustrated the challenges that arise in implementation.  Mr Maybee drew from his rich experience as an officer in the Canadian armed forces, and in the field as an ICRC delegate in some of the most challenging armed conflict situations in the world.  ZJGSU students were highly engaged during the debate.  

Fortunately for students taking Professor Suzannah Linton's course on the International Law of Armed Conflict, Mr. Maybee will continue his dialogue with them. In the coming week, he will join the class by skype to provide a practical perspective of the implementation of the laws of war.

The three-member ICRC Delegation also met with the President of Zhejiang Gongshang University, Professor Shoucan Chen.  Among the issues they discussed were a joint ZJGSU-ICRC conference that is planned for 2019. This conference will coincide with the 70th anniversary of the Geneva Conventions of 1949 and the launching of a new book on international humanitarian law in the Asia-Pacific co-edited by Professor Suzannah Linton.
